FEM Middle East Chapter Meeting
13th August 2026
FEM Middle East Chapter Launch: Shaping the Future of Workforce Mobility in the Region
As this is the first meeting of the FEM Middle East Chapter for a number of years it will be free and open to all.
As FEM launches its Middle East Chapter, this roundtable will bring together mobility, HR, tax and business leaders to discuss the workforce issues shaping the region. Against a backdrop of ongoing disruption, regulatory change and evolving talent models, the session will explore how organizations are building more resilient and agile approaches to managing mobile workforces across the Middle East.
The discussion will go beyond immigration to consider the wider risk and governance issues that arise when employees relocate temporarily, work remotely, or need to move quickly in response to crisis or business disruption. Topics will include remote work governance, tax, social security, payroll, employment structure, duty of care, crisis response and the practical controls organizations are using to support business continuity while managing compliance risk. The session will also include a practical EOR perspective from Pebl, looking at when Employer of Record solutions may be relevant, how they can support cross-border hiring or temporary workforce continuity, and the key considerations employers should assess before using this model.
As the first FEM Middle East Chapter meeting, the session can also provide an opportunity for participants to help shape the chapter’s future agenda and identify the themes, challenges and priorities that matter most to mobility professionals across the region.
